Dressing: Blend together mustard, garlic and vinegar. Whisk in olive oil. Add green onions and season to taste with salt and pepper.
Salad: Cook pasta. Drain; rinse with cold water and drain again. Toss with half the dressing and set aside.
Steam snow peas 1 minute. Refresh in cold water and drain. Steam broccoli and zucchini separately 3 minutes. Drain well. Combine red pepper with vegetables and toss with remaining salad dressing. Combine vegetables with pasta. Sprinkle with parmesan cheese. Add salt and pepper as needed. Refrigerate at least one hour (up to 2 days ahead). |
